The Future of Perimeter Security: Non-Aggressive Solutions

The Future of Perimeter Security: Non-Aggressive Solutions

Today's approach to modern security fencing solutions is all about 'security without unnecessary risk', involving much more than simply keeping intruders out. For businesses, infrastructure operators, schools and public-sector organisations, the key is creating effective protection without endangering the people who live, work and pass close by.

Traditional security fencing relies on aggressive deterrents, things like razor wire, barbed wire and metal anti-climb spikes. They can and do discourage unauthorised access, but also introduce injury risks and potential liability issues.

Modern perimeter security trends in the UK point towards a considered approach, blending effective physical barriers with non-aggressive anti-climb systems, surveillance and access control to create a robust, proportionate security solution that doesn't come with the risk of injury - or worse.

So how do you protect valuable assets, deter people from breaking in and reduce the risk of injury, all without compromising the safety and appearance of your site?

What Are Non-Aggressive Perimeter Security Solutions?

Non-aggressive perimeter security solutions deter without relying on sharp, cutting or impaling elements.
Instead of making an attempted climb physically dangerous, they make climbing difficult, unstable, and impractical. Examples include:

  • Rotating anti-climb barriers fitted on top of existing fences or walls to stop people achieving a secure grip. When you can't grip, you can't climb
  • Anti-climb paint, a permanently slippery coating to discourage climbing, accompanied by warning signs
  • Security fencing with anti-climb characteristics, including meshes, vertical bars and smooth surfaces that reduce footholds and grip points
  • CCTV and intrusion detection including cameras, alarms and sensors to identify attempted breaches and enable a fast response
  • Access controls like controlled entry points, electronic credentials and monitored gates

These can be used individually or combined to create layered security. The best solution depends on the threat, the site's layout, the surrounding environment and the financial and other consequences of an intrusion.

2 Real-Life Examples of Injuries Involving Security Fencing

These cases are documented and relevant, but they are not straightforward examples of injuries caused by deliberately aggressive anti-climb products. They simply show why injury prevention is so important for modern perimeter security, but don't prove that every aggressive barrier is unlawful - or that every injury comes with a legal liability.

In one case, reported in 2020, a 13-year-old boy suffered a deep wound to his left arm while climbing over a fence at a public sports facility after it had closed. The fence was more than six feet high with protruding vertical wires at the top. He sought compensation from the local authority, saying the fence's design created an unnecessary hazard. The take-away: a fence might be intended to prevent trespass, but the design and surrounding circumstances  matter when assessing foreseeable risks, particularly where young people are present.

In 2025 a young person suffered a hand laceration caused by a protruding metal burr on a school sports gate when climbing over a locked gate to fetch a football. The case raised questions about the condition of the gate, safe access to retrieve footballs, supervision and the adequacy of the site's risk management, and it eventually reached the High Court. This case shows how injury risks don't only happen because of deliberately sharp anti-climb products. Poorly finished metalwork, inadequate maintenance and foreseeable patterns of use can also create hazards.

What Does UK Law Say About Potentially Dangerous Security Fencing?

There is no single UK law that prohibits all types of aggressive security fencing, but property owners and operators must consider the legal duty of care they owe to people. For commercial sites in England and Wales, these points are particularly important.

  1. The Occupiers' Liability Act 1957 establishes the need to take reasonable care to make sure lawful visitors are reasonably safe 'for the purposes for which they are permitted to be on the premises'
  2. The Occupiers' Liability Act 1984 covers the duties owed to people who are not visitors, including trespassers
  3. Businesses must consider any foreseeable risks to staff, contractors, visitors and members of the public when specifying and maintaining perimeter security

Can Aggressive Security Fencing Affect Insurance and Personal Injury Claims?

Aggressive perimeter security can have insurance implications, particularly if an injury leads to a claim against the property owner, occupier or installer. Commercial public liability policies cover legal liability for accidental injury to third parties. Employers' liability insurance claims can come into play if the employer is legally liable. And personal injury claims could also arise. A non-aggressive system reduces the potential for injury.

Why Are Non-Aggressive Security Systems Gaining Ground?

The shift towards non-aggressive perimeter protection reflects today's wider need to protect people as well as property.

Schools, hospitals, leisure facilities, commercial premises and public-sector sites can benefit from strong anti-climb protection in places where people are likely to come into contact with the perimeter. A solution designed to deter climbing without exposing people to sharp metalwork is particularly useful.

Appearance also matters. A perimeter topped with razor wire or aggressive spikes can make an organisation seem hostile, not good for customer-facing businesses, schools and public buildings. Modern security fencing solutions deliver a better-looking, less threatening look.

Choosing the Right Perimeter Security Solution

Before buying, ask these key questions:

  1. What are we protecting? Identify specific assets, equipment, buildings and operational areas
  2. What threats are we addressing? Consider opportunistic trespass, theft, vandalism, deliberate intrusion and the potential consequences of a breach
  3. Who could come into contact with the barrier? Think about employees, contractors, visitors, children and members of the public
  4. How will the system work with existing security? Include fencing, gates, CCTV, alarms and access controls to create a complete solution
  5. What are the whole-life implications? Look at the purchase price, installation, maintenance, inspections and insurance requirements

Roller Barrier: Effective Security Without Aggressive Deterrents

As one of today's most innovative modern security fencing solutions, Roller Barrier offers a different approach. Instead of spikes or sharp edges, Roller Barrier uses rotating rollers fitted to the tops of fences and walls. The rollers are too big for people's hands to grip securely, making it difficult for a person to get a grip in the first place and hard to keep their balance. This movement-based approach provides a visible physical deterrent with much less risk of injury.

  • Can be installed on suitable existing walls, fences and gates, subject to the site conditions
  • An alternative to traditional aggressive-looking fence toppings
  • Suitable for commercial premises, schools, industrial facilities and more
  • Can be part of a wider security strategy including fencing, access control, CCTV and alarms

The Future Is Effective, Proportionate Perimeter Protection

When exploring perimeter security trends in the UK, the important question is not just which barrier looks the most formidable. It is which solution delivers the right protection - while managing risk responsibly.

Organisations need security fencing systems that deter intrusion, protect valuable assets and support their safety and risk management responsibilities. Roller Barrier can help you achieve the right balance. If you would like to discuss the system's potential with an expert, or ask questions, contact our friendly team.
